While a placing tool holds a part, label, port, power port or text, Tab moves the keyboard into Properties for it; Enter resumes placing with those values. D136.

Part of epic #122. Done when (AGENTS.md): command(s) with schemas and undo where it edits; tests; spec/format page and tutorial touched where users see it; demo extended where it shows; cargo xtask ci green.
