Summary of Wish / Idea

An often found issue is that clearance rules are set for a location but don't work well AT the pin pads since the pad spacing is narrower than the rules desire. Suggestion is to add a setting to clearance rules to grant an exception near part pads, where the spacing is instead dictated by the closest clearance based on the pads.
